This quota is valid for 12 months from the date of review and approval by the company's board of directors, and can be used on a rolling basis by the company, its wholly-owned subsidiaries, and its holding subsidiaries. The specific situation is as follows:
1. Overview of cash management
(1) Investment purpose
In order to improve the efficiency of capital use and increase the company's income, on the premise of ensuring the liquidity required for the company's normal operations and effectively controlling risks, the company plans to use part of its idle self-owned funds for cash management to obtain better investment returns for the company and shareholders and maximize the interests of shareholders.

(3) Investment methods

Within the total authorized limit, idle self-owned funds are intended to be used to purchase highly safe, liquid and low-risk investment products from banks or other financial institutions with an investment period of no more than 12 months, as well as negotiable large certificates of deposit with a term of no more than 3 years sold by banks and other financial institutions to reduce investment risks.

It will be valid for 12 months from the date of review and approval by the company's board of directors.
(5) Implementation method
The general manager of the company is authorized to sign relevant documents within the above-mentioned quota range. Specific matters are organized and implemented by the Finance Department, including but not limited to: selecting qualified professional financial institutions, clarifying the amount and period of cash management, selecting types of cash management products, signing contracts and agreements, etc.

The company held the 14th meeting of the sixth board of directors on January 13, 2026, and reviewed and approved the "Proposal on Using Part of Idle Own Funds for Cash Management". This proposal does not need to be submitted to the shareholders' meeting for review.
3. Investment risks and risk control measures
(1) Investment risks
Although the company purchases low-risk investment products with high security and good liquidity, the financial market is greatly affected by the macroeconomics, and it cannot be ruled out that the investment will be affected by market fluctuations.
The company will intervene in a timely and appropriate manner according to changes in the economic situation and financial markets, so the actual returns from short-term investments are unpredictable.
(2) Risk control measures
When conducting cash management, the company will select low-risk investment products with good liquidity, high security, and a term of no more than 12 months, as well as transferable certificates of deposit with a term of no more than 3 years sold by banks and other financial institutions, and clarify the amount, term, investment type, rights, obligations, and legal responsibilities of both parties, etc. of the investment products.
The company purchases financial management products through formal channels such as qualified financial institutions. The information on financial management products is disclosed and its operation status can be grasped in a timely manner. Once adverse factors are discovered or judged, such as the assessment finds that there are risk factors that may affect the company's capital security, adverse changes in profitability, or losses in investment products that are inconsistent with the conditions at the time of purchase, corresponding measures will be taken in a timely manner to control investment risks.
The independent directors and the internal audit department have the right to inspect and supervise the use of funds, and if necessary, can hire an independent external audit agency to conduct special audits of cash management.
4. Impact on the company
On the premise of ensuring the liquidity required for the company's normal operations and capital security, the company and its wholly-owned subsidiaries and holding subsidiaries use part of their idle own funds to purchase low-risk investment products with high security and good liquidity. This will not affect the company's normal turnover of daily funds and the normal development of its main business, and will not have a major impact on the company's future business development, financial status, operating results and cash flow. Proper cash management of temporarily idle self-owned funds will help improve the efficiency of capital use, increase capital returns, and maximize the interests of shareholders.
According to the "Accounting Standards for Business Enterprises No. 22 - Recognition and Measurement of Financial Instruments", the company's purchase of financial products is included in "debt investments", "monetary funds" or "trading financial assets", and the final accounting treatment is subject to the results of the annual audit and confirmation by accountants.
