The method includes: sending first configuration information, including a first CBW and a first BWP of a terminal device on a first carrier, where the first CBW is a bandwidth of the first carrier; and sending second configuration information, including a second CBW and a second BWP of the terminal device on a second carrier, where the second CBW is a bandwidth of the second carrier, spectrums of the first BWP and the second BWP are non-contiguous, and combination of the second carrier and the first carrier into downlink intra-band contiguous CA is supported. At least one of the first carrier and the second carrier satisfies the following conditions: The first carrier includes a spectrum of an operator and a spectrum of another operator, and the first BWP is an available BWP on the spectrum of the operator; and the second carrier includes a spectrum of an operator and a spectrum of another operator, and the second BWP is an available BWP on the spectrum of the operator. Embodiments of this application are used for carrier aggregation.
