A water-repellent composition including: a non-fluorine copolymer (A) having a repeating unit derived from a hydrophobic monomer (a1) having a hydrocarbon group having 2 to 40 carbon atoms, and a repeating unit derived from at least one chloride monomer (a2) selected from the group consisting of vinyl chloride and vinylidene chloride; and an isocyanate derivative (B), where, in the non-fluorine copolymer (A), an amount of repeating units derived from the monomer (a2) is 1 to 15% by weight based on a sum of an amount of repeating units derived from the monomer (a1) and the amount of repeating units derived from the monomer (a2).
