A basic subcritical water composition and a water-containing composition each capable of decomposing, for example, polymers while preventing or reducing corrosion of the reaction device, and a device and a container therefor. A basic subcritical water composition having a pH of 13.7 or lower and a potential of 400 mV or higher at a current density exceeding 10 mA/cm2 in an anodic polarization curve obtained using a steel material as a working electrode.

What is claimed is:
A basic subcritical water composition and a water-containing composition each capable of decomposing, for example, polymers while preventing or reducing corrosion of the reaction device, and a device and a container therefor. A basic subcritical water composition having a pH of 13.7 or lower and a potential of 400 mV or higher at a current density exceeding 10 mA/cm2 in an anodic polarization curve obtained using a steel material as a working electrode.
