The electronic device detects a first stall ratio for a processor cycle of the at least one processor, identify whether the first stall ratio exceeds a first threshold value, based on identifying that the first stall ratio exceeds the first threshold value, identifies whether a condition is satisfied that a processor stall of the at least one processor is related to a memory access delay to the memory, and based on identifying that the condition is satisfied, adjusts a quality of service (QoS)-related value applied to a transaction of the at least one processor to be higher than a QoS-related value applied to a transaction of the at least one of the GPU or the multimedia block.
