In the method, a network device respectively configures a first resource set and a second resource set for a terminal device by using first information and second information, where the first resource set and the second resource set have a resource overlap on at least one time domain symbol or do not overlap; and a PUSCH used by the terminal device to perform uplink transmission includes a first resource in the first resource set other than the second resource set, and a second resource in the second resource set. Therefore, the network device may configure resources for the first resource set and the second resource set by using different granularities. Therefore, more flexible resource configuration can be implemented, and idle resource fragments can be fully used. This helps improve resource utilization.
