A method performed by a mobility management device is provided. The method includes obtaining, by the mobility management device, mobility information of a user equipment (UE) and paging history information of the UE, based on the mobility information and the paging history information, determining, by the mobility management device, a number of cells of a dynamic tracking area list, based on the number of cells of the dynamic tracking area list, identifying, by the mobility management device, at least one cell among candidate cells according to the mobility information, based on the identified at least one cell, generating, by the mobility management device, the dynamic tracking area list, and based on identifying downlink data for the UE, performing, by the mobility management device, a paging procedure in each of the cells in the dynamic tracking area list.
