This application discloses a network capability exposure method, apparatus, and system. The method includes: An AF sends a first request to an NEF, where the first request includes an address of a target terminal device, and the AF receives a second identifier for identifying the target terminal device outside a 3GPP system from the NEF, where the second identifier is used to expose an application programming interface corresponding to the second identifier.
