Aspects of the subject disclosure may include, for example, obtaining, by a processing system including a processor, an indication of a first address corresponding to a location that is a candidate to obtain communication services via a deployment of a fiber link, determining, by the processing system and based on a plurality of datasets sourced from a plurality of data sources, that it is economically feasible to deploy the fiber link from a second address to the first address to support the communication services, and generating, by the processing system and based on the determining, a recommendation for deploying the fiber link.
