The method includes: obtaining an association relationship between a first sounding reference signal (SRS) resource set and a second SRS resource set, where the first SRS resource set and the second SRS resource set are located on different component carriers (CCs); and sending a first SRS and a second SRS based on the association relationship and a first assumption. The first SRS belongs to the first SRS resource set, the second SRS belongs to the second SRS resource set, and the first assumption is that the first SRS and the second SRS have same precoding, or the first assumption is that precoding corresponding to the first SRS and precoding corresponding to the second SRS are determined based on a same delay parameter.
