A method includes: A terminal device determines, based on a first parameter, a maximum quantity M of times of repeated reception of a synchronization signal block (SSB). Mis an integer greater than 1, and the first parameter is one or more of reference signal received power (RSRP), reference signal received quality (RSRQ), or a received signal strength indicator (RSSI). The terminal device receives N SSBs from a network device based on the maximum quantity M of times of repeated reception of the SSB. The N SSBs are located within a same SSB periodicity, and N is an integer greater than 0 and less than or equal to M.
