The method includes: determining whether a first uplink grant and a second uplink grant correspond to a same access network device, where the first uplink grant and the second uplink grant overlap in time domain positions; if the first uplink grant and the second uplink grant correspond to a same first access network device, and the second uplink grant further corresponds to a second access network device, determining a first priority of the first uplink grant and a second priority of the second uplink grant; and if the first priority is higher than the second priority, sending first data to the first access network device based on the first uplink grant, and sending second data to the second access network device based on the second uplink grant.
