The memory instructs the processor to operate a chatbot communicatively connected to a user interface, receive a submission comprising user data associated with a user goal, parse the submission, determine an inquiry for obtaining additional user data associated with the user goal based on the parsed submission, transmit a response comprising the inquiry, receive an answer to the inquiry, generate updated user data as a function of the submission and the answer, classify the updated user data to a plurality of target classes, generate a plurality of zone strategies based on the user goal, determine follow-through data as a function of ranking the plurality of zone strategy scores and the zone strategies.
