The system receives a BEI registration intent envelope, canonicalizes a requested time-land-resource scope, generates or binds a BEI Doorplate or BEDID, and executes a multidimensional NonDup/NonConflict/NonOverlap controller over label, identity, time, land or resource, territory, franchise, retail, market, and policy dimensions. Responsive to an allowed result, the system creates a BEITLD root record, injects an executable PolicyContainer, activates a classified BEI Operating Node, and generates proof artifacts including a Resolution Receipt, NonDuplicationReceipt, authorization or clearing receipt, and FinalityMarker.
