Methods and devices for transmitting hybrid acknowledgement repeat request acknowledgment (HARQ-ACK) feedback are provided. A User Equipment (UE) receives a plurality of signaling groups in corresponding time-frequency resource sets. A first signaling group is a last signaling of the signaling groups. The UE transmits an information block in a time-frequency resource block. The information block includes at least one HARQ-ACK associated with at least one of the signaling groups. The signaling groups are used to determine a respective plurality of reference times. A target signaling group is used to determine the time-frequency resource block, and one of the reference times is a latest reference time. When a first reference time is a latest reference time, the target signaling group is the first signaling group, and when the first reference time is not the latest reference time, the target signaling group is not the first signaling group.
