When the connection control unit has received a request from the first device to connect with a second device, if the first device is not a device of the first type, the connection control unit allows the connection with the second device if there is a number of spaces greater than or equal to (N+1–(number of first devices of the first type that have established a connection with the second device)) among the number of possible connections (where N is an integer greater than or equal to 1), and refuses the connection with the second device if this is not the case.
